I deleted the key, and tried to adjust a volume, and it saved new values, and it seems to work! I would need to reboot to make sure, but I think it won't be an issue, since it works currently.
Maybe there is a hard limit to the number of keys in the registry, and it reached it? I remember now that I forgot one detail, which is that while it stopped working for new programs, old ones seemed to remember their level well, at least until I reinstalled my sound driver, but that's another unrelated topic. I doubt it's the driver after updating all my drivers and downloading almost every single realtek hd audio driver out there, from dell, from realtek, and the one that came in the disc with this prebuilt laptop. I honestly don't want to wipe my computer and set it to factory settings, I'll need to reinstall a lot of programs again and many saved works which I don't have the space to back up on.
